Air is blown parallel to and within two opposing parabolic plates, creating a circular flow pattern. Air is exhausted out the top of the device at the center point between the plates, creating an updraft. Water aerosol wafts into the bottom of the circular air flow, gets caught in the upwardly spinning air flow, and exits through the top of the device. A model of a tornado is created and maintained. Also, the water aerosol humidifies the air in the room as it exits the device. (It's said to be for a room, but can there be a larger version of this?)

Further down in the description it says as follows: "Energy absorbing elements can be introduced into a weather element. These absorbing elements absorb RF energy and converts it to thermal energy, which is applied to the weather element to achieve these results. For example, energy absorbing elements can be aluminum oxide, plastic or other suitable RF absorbing materials. The absorbing elements can be coated to facilitate thermal energy transfer. One suitable coating is an iron oxide coating. These elements are constructed such that their surface area to mass ratio is large in order to minimize their sink rate, thereby allowing them to "float" with an air mass. The energy absorbing elements are preferably substantially buoyant with the weather element."

The posts are shielded at both ends, and one end is provided with a chimney along a central axis of the air by which air or fluid is removed. By giving the air curtain a centrifugal force, a negative pressure is produced along a central core, and a spiral flow is produced, creating an artificial tornado.

US5322646A June 21 1994 - Simulated tornado humidifier - A system for humidifying air while generating a tornado-like air flow pattern highlighted by water aerosol is described. The system includes air flow devices which generate a circular tornado-like air flow, a water aerosol generator, and a means of injecting the water aerosol into the circular air pattern to produce a visible tornado. Air is blown parallel to and within two opposing parabolic plates, creating a circular flow pattern. Air is exhausted out the top of the device at the center point between the plates, creating an updraft. Water aerosol wafts into the bottom of the circular air flow, gets caught in the upwardly spinning air flow, and exits through the top of the device. A model of a tornado is created and maintained. Also, the water aerosol humidifies the air in the room as it exits the device. (It's said to be for a room, but can there be a larger version of this?)

The machine is a ship consisting of two main parts, an upper part and a lower part. The lower part consists of four submersible torpedo shaped hulls. The upper part is V shaped with three fan tubes stacked vertically on each side of the V. Method of operation. The machine is placed in the hurricane eyewall near the hurricane eye. The machine would mechanically blow air from the eyewall to the eye. The machine would bend the eyewall so that the eyewall would be diverted into the eye. The machine would slow down the air in the eyewall and the low pressure in the eye would suck the air in.

The hurricane prevention system and method is designed to bring cooler water from deeper in the ocean to or near the ocean surface and to disperse that cooler water in that area to reduce the sea surface temperature, thereby preventing or inhibiting the formation of hurricanes.

    Rifle-launched non-lethal cargo dispenser
    Grant:February 25,2003 - A rifle muzzle launched projectile having a launch tube defining an interior cavity, and having an opening at one end with an inner diameter sized to fit over the end of a rifle muzzle; a bullet trap located in the launch tube cavity; and a payload assembly mounted on the launch tube. The payload assembly is further configured for safely releasing a payload in a controlled manner. The payload assembly also includes a casing for retaining an aerosol composition; a propellant located in the casing; a primer for igniting the propellant; and a frangible portion of the casing in contact with the aerosol composition.

    Aerosols Introduction and Detail. You need to read further down to see this is used on military jets. Of course, they don't mention chemtrails, but do mention spraying against pests and this article shows jets have capability of spraying aerosols and what the tanks look like.

Well, here is the description of patent #6315213: A method for artificially modifying the weather by seeding rain clouds of a storm with suitable cross-linked aqueous polymer. The polymer is dispersed into the cloud and the wind of the storm agitates the mixture causing the polymer to absorb the rain. This reaction forms a gelatinous substance which precipitate to the surface below. Thus, diminishing the clouds ability to rain. Here is the link to it.
